PayPal in Sri Lanka 2026: A Freelancer's Guide to What Works

PayPal in Sri Lanka is live for receiving from abroad via Sampath and ComBank. Here is how to set it up, what it costs, and how it compares.

If you freelance from Sri Lanka, "PayPal Sri Lanka" has been a frustrating search for years. That changed in May 2026, when PayPal started working through local partner banks. It works now, but only in a narrow way: you can receive money from clients abroad and withdraw it through Sampath Bank or Commercial Bank. You can't pay or get paid by other people in Sri Lanka. This guide covers what is live, how to set it up, what each step costs, and how it compares with Payoneer, Wise and PayHere. I've used only official pages, as they stood on 8 November 2026.

I sell on Fiverr from Colombo, so these were my questions too. Where a page is unclear or contradicts itself, I say so.

Is PayPal available in Sri Lanka?

Yes, with limits. PayPal's Sri Lanka partner bank page says services in Sri Lanka "are provided in partnership with a licensed local provider", and that your PayPal account must be linked to a partner bank before incoming payments will work. The same page is clear about the main restriction: you can receive cross-border payments only. In its words, customers in Sri Lanka "can receive money from PayPal customers from abroad but not locally."

Your account is with PayPal Pte. Ltd., licensed by the Monetary Authority of Singapore. This is PayPal's status table:

Where PayPal's own page contradicts itself

  • Invoicing and Checkout. The status table marks both "coming soon", and one FAQ says "Invoicing and PayPal Checkout are also not yet live in Sri Lanka." But other FAQs on the same page explain how to send an invoice and set up Checkout, and one says personal accounts can receive money "for good and services and invoicing". I'd treat invoicing and Checkout as not live until the status table changes.
  • Business accounts. The table says business accounts are coming soon. One FAQ says an existing business account created at PayPal.com can already be linked to Sampath or ComBank. Commercial Bank's PayPal FAQ says "Business accounts cannot be linked currently." If you have a business account, confirm with your bank first.

How to create a PayPal account in Sri Lanka

Setup runs through your partner bank's app. PayPal's page tells you to sign up or link from the bank's platform, and says linking is "mandatory" for receiving and withdrawing.

Through Sampath Bank (Sampath Vishwa)

According to Sampath Bank's PayPal page, you need to:

  • be 18 or older
  • hold an active Sampath savings or current account
  • be registered for the Sampath Vishwa Mobile App, with an active mobile number registered with the bank
  • have a PayPal account registered in Sri Lanka, verified, and with no restrictions or limitations
  • use the same email address, date of birth and mobile number at Sampath and PayPal. Sampath says linking "may fail" if any of them differ.

The PayPal icon is under Quick Actions in the Sampath Vishwa app. From there you can create a new PayPal account or link an existing one.

Through Commercial Bank (ComBank Digital)

ComBank's FAQ lists these requirements: your email address and date of birth must match between the bank and PayPal, the PayPal account must be registered in Sri Lanka, it must be a personal account, and you withdraw to a personal LKR account. Linking only works in the ComBank Digital mobile app, not on the internet banking website.

The steps from ComBank's FAQ:

  1. In ComBank Digital, tap View all my accounts.
  2. Scroll to PayPal and tap Connect.
  3. Turn on the email-sharing consent and tap Confirm.
  4. Sign in to PayPal (or sign up), review the permissions and tap Agree and Connect.
  5. Your PayPal balance then shows on the My Portfolio screen.

Receiving money from clients abroad

Once linked, a client outside Sri Lanka pays the email address on your PayPal account, or you send a request from Send and Request > Request. PayPal's fee pages treat requested money as a commercial payment.

On Fiverr, the PayPal payout guide says you need a verified PayPal account and must do the first setup and withdrawal on desktop. Fiverr charges nothing to withdraw to PayPal, and the minimum is USD 1. For Upwork, the Upwork PayPal article says Upwork charges a small fee per transfer, shows it under Settings > Withdrawals, and holds a new PayPal method for three days before you can use it.

PayPal fees in Sri Lanka

PayPal's merchant fees page for Sri Lanka and consumer fees page were both "Last Updated: 28, October 2026" when I checked. These are the rows that apply to a Sri Lankan freelancer:

Fee pointRateSource
Receiving a commercial payment from abroad4.40% + fixed feePayPal LK merchant fees, "All other markets" row
Fixed fee when you receive USD0.30 USDPayPal LK merchant fees, fixed fee table
Converting a balance or a received payment3.0% above the base ratePayPal fees, Asia Pacific group (includes Sri Lanka)

Withdrawing through a local provider (LK)2.9% + 2.50 USD, plus the provider's feesPayPal LK withdrawal table
ComBank PayPal withdrawal3% of the amount + USD 3.00, minimum USD 3.50ComBank PayPal FAQ
Sampath PayPal withdrawalNot published; shown in the app before you confirmSampath PayPal page

Sri Lanka isn't named in PayPal's international receiving table, so my reading is that the "All other markets" row of 4.40% applies. Your transaction details will confirm it.

Do the PayPal and bank withdrawal fees stack?

I couldn't confirm this. PayPal lists 2.9% + 2.50 USD for Sri Lankan withdrawals and adds that "additional fees will be charged by your third-party service provider". PayPal's partner page also says withdrawal fees "are subject to respective local bank-defined fees". ComBank publishes 3% + USD 3.00. Neither page says whether ComBank's figure includes PayPal's or comes on top of it.

Here is the arithmetic on a USD 100 client payment, using only the published rates:

  • After PayPal's receiving fee (4.40% + 0.30): USD 95.30
  • If only PayPal's withdrawal fee applies: about USD 90.04
  • If only ComBank's fee applies: about USD 89.44
  • If both apply, one after the other: about USD 84.34

Then ComBank converts to rupees at its daily exchange rate. Both banks show the fees, rate and final amount before you confirm, and that screen is the real answer.

Withdrawing to Sampath Bank or Commercial Bank

You start withdrawals from the bank's app. PayPal's page says to "look for PayPal when you're logged into your local bank account".

Published feeShown before you confirm3% + USD 3.00 per withdrawal
MinimumNot publishedUSD 3.50

Sampath is the one to note if you want to keep dollars. Its page says you can transfer PayPal funds "to your Sampath Bank account in LKR or USD". ComBank says foreign currency accounts "are not eligible for withdrawals".

On limits: ComBank says limits "may apply depending on your PayPal account status and verification level". PayPal's user agreement for Sri Lanka says you can see any withdrawal limit by logging in to your account. I found no published LKR or USD cap for Sri Lanka, so I won't quote one.

PayPal vs Payoneer vs Wise for Fiverr and Upwork freelancers

Fiverr's payout methods page lists PayPal, Bank Transfer via Payoneer, a Payoneer account, and the old Fiverr Revenue Card, which is closed to new users. Wise isn't on that list.

A few notes on the Payoneer and Wise columns:

  • Payoneer. Figures are from the global pricing page, which also lists a USD 29.95 annual fee if you receive less than USD 6,000 in 12 months. Sri Lanka rates are only shown "when signed in".
  • Wise. Wise's guide to LKR transfers confirms you can send LKR to any bank account in Sri Lanka, up to 4.98 million LKR per transfer and 5 million LKR per day. Wise also has a pricing page for residents in Sri Lanka. I couldn't find an official Wise page saying whether a Sri Lankan resident can get USD account details for receiving client payments, so check inside the Wise app before you count on it.

For a Fiverr seller, the trade-off is this: PayPal is free to leave Fiverr and lands in a local bank app, but its published fees aren't small. Payoneer has fixed Fiverr fees, but its Sri Lanka bank rate is hidden until you sign in.

Taking card payments from local customers: PayHere

PayPal can't help when the customer is in Sri Lanka. If you sell a product, a course or a SaaS plan to local buyers, you need a local payment gateway. PayHere's fees page lists three plans with no setup fee:

PlanMonthly feeProcessing feePer-payment limitMonthly limit
LiteFree3.30%LKR 50,000LKR 200,000
PlusLKR 3,9902.99%LKR 250,000LKR 3,000,000
PremiumLKR 9,9902.69%LKR 1,000,000Unlimited

PayHere adds 0.5% for Amex, Discover and Diners Club, and 1.0% for foreign-currency payments, which are settled in LKR. HelaPay costs 1.99% on any plan.

If you're building it into an app, the rules from my Stripe integration guide for Flutter still hold: confirm payments on the server and fulfil orders from webhooks. For app-store subscriptions, see the Flutter in-app purchase guide.

Checklist before your first PayPal withdrawal

  • Use the same email, date of birth (and for Sampath, mobile number) on the bank and PayPal.
  • Register the PayPal account in Sri Lanka and complete identity verification.
  • Link at least one partner bank. Without it, incoming payments fail.
  • Only take payments from clients outside Sri Lanka.
  • Treat invoicing and Checkout as not live until PayPal's status table changes.
  • Read the fee, exchange rate and final amount on the bank app's confirmation screen before you enter the OTP.

Frequently asked questions

Is PayPal available in Sri Lanka?

Yes, for receiving payments from abroad. As of 8 November 2026 you can sign up or link a personal PayPal account through Sampath Bank or Commercial Bank, receive money from PayPal users outside Sri Lanka, and withdraw through the bank's app. Payments between Sri Lankan PayPal accounts are not supported.

Can I receive money from someone in Sri Lanka on PayPal?

No. PayPal's Sri Lanka page says only cross-border receiving is supported, so customers in Sri Lanka can receive money from PayPal users abroad but not locally. For local card payments you need a local gateway such as PayHere.

How do I create a PayPal account in Sri Lanka?

Start from your bank's mobile app. In Sampath Vishwa the PayPal icon is under Quick Actions, and in ComBank Digital you go to View all my accounts, then PayPal, then Connect. Your email and date of birth must match on both accounts, and Sampath also checks your mobile number.

What are the PayPal fees for Sri Lankan freelancers?

PayPal's Sri Lanka fee pages list 4.40% plus a fixed fee (0.30 USD for USD payments) to receive a commercial payment from abroad, 3.0% for currency conversion, and 2.9% plus 2.50 USD to withdraw through a local provider plus that provider's fees. ComBank publishes its own PayPal withdrawal fee of 3% plus USD 3.00.

Can I withdraw PayPal money in US dollars in Sri Lanka?

Sampath Bank says you can transfer PayPal funds to your Sampath account in LKR or USD. Commercial Bank says withdrawals go only to a personal LKR account and are converted at its daily exchange rate.

Are PayPal invoicing and Checkout live in Sri Lanka?

Not according to PayPal's status table, which marks invoicing and Checkout as coming soon for every partner bank as of 8 November 2026. Some FAQs on the same page describe how to use them, so the page is inconsistent.

Is Payoneer or PayPal better for Fiverr in Sri Lanka?

Fiverr charges nothing to withdraw to PayPal and USD 1 to USD 3 for Payoneer methods. PayPal's Sri Lanka receiving and withdrawal fees are published, while Payoneer's Sri Lanka bank withdrawal rate is only shown after you sign in, so compare the final amounts in both accounts.
